The Alliance Empowerment Coalition (The Coalition) was founded by the Mental Patients Liberation Alliance (The Alliance) and The Empowerment Center in December 2004.  The partnership combines 45 years of experience pioneering initiatives in New York State and throughout the United States to promote recovery of, by, and for people living with psychiatric disabilities.

In March 2005, the New York State Office of Mental Health awarded a grant to The Coalition to promote recovery. The state desires the implementation of strategies that support and enhance the ability of persons, groups, and organizations to promote recovery as part of the mental health system’s service continuum and to assist these major stakeholders' participation in the development of policies, programs, and quality assurance activities.

To that end, we embrace A White Paper by People who are New York State Consumers, Survivors, Patients and Ex-Patients (September 2004) that includes the voices of thousands of the key stakeholders in the New York State public mental health system. A White Paper ends with this statement:

 

This document is just the beginning of a very important movement.  This process has left many people eager to get involved in participating in a collective effort to change the mental health system and improve the quality of life for so many New Yorkers by bringing the promise of a better future.  It is our sincerest hope that all stakeholders will rise with us to meet this occasion.

 
Initial efforts of The Coalition will include the establishment of a state-wide network of individuals, groups, and organizations; 24-hour phone support line; interactive website; and the creation of trainings. A primary goal is to reach out to every person in New York State who has experience in the public mental health system to help create, infuse, and document meaningful recovery initiatives.

The Coalition is a partnership of, by, and for people who have psychiatric disabilities. Our mission is to promote mental health recovery and decrease dependency on the public mental health system.
 
In the spirit of The Coalition (2005):
 
We ask people to join with us to rid the world of mental illness by spreading mental health through the infusion of recovery. We accept that recovery is real and is a self-defined life journey that is achieved primarily through self-help, peer support and advocacy of, by and for people who have psychiatric disabilities.
 
 
Logic Model Design

 

Resources/Inputs
The Coalition, in partnership with citizens, providers and families will assist people, peer-operated and peer-supported organizations in the assessment and discovery of local community, state and national resources available to all people.

Activities
We then will use these resources to help create new recovery initiatives and enhance present recovery based services, and put into practice these services through a variety of technical supports.

Outputs
The outputs or actual services to be rendered will include six Regional Coordinators executing training of the trainers to be chosen from a menu of peer trainings. Moreover, the agencies will provide 24/7 technical support services via a toll-free support line and the coordinators will further develop an easily accessible peer-organization statewide network.

Outcomes
We then will help observe and measure the outcomes of the trainings, support services and network to determine the most productive service that infuses recovery as the primary principle in the mental health service delivery system.

Impact
The final impact on New York State will be a mental health system that insures self-determination, respect, ethical behavior, and humane voluntary services and supports becoming the foundation of a reinvented mental health system. This system must first and foremost do no harm.
